How about OpenRules?

to me seems a good candidate:

- is already integreted on Eclipse IDE

- allows to use excel as rule editor

- it fits well on the zero code aproach

Based on a very brief review of OpenRules, I'm of the opinion that although it's very "user-friendly", it is not adequately formal or rigourous enough to meet enterprise needs.

Have a look at HaleyAuthority Tabular Rules for Excel (BETA), seems to be positioned as an open source rules authoring tool, though I have some unanswered questions about interoparability with BRE platforms

This as a front end to DROOLS (JBoss Rules) would be nice ...if it's achievable.

Our requirements for Rules Authoring:

- author rules in a GUI using a decision table metaphor (i.e. Excel-like interface)

- the general syntax of "on event if condition do action" will meet most of our requirements

Our requirements for the Rules Engine:

- encapsulate and publish rule sets as Web Services
