I need to show Approve Form (task) to three users ? For that I created 3 pools with Workflow - User: demo\username (my realm is demo).
But in final user 1 have 2 tasks,
user 2 have 1 tasks,
and user 3 have 0 tasks.
I had situation that 1 users takes all 3 tasks.
What I'm doing wrong ? Look in the picture attached.

But updated project does not work to feet requirements. If I login as admin, and start the process, it takes all tasks.
But I need that every person (security, legal,risk) takes appropriate tasks (risk - Risk Approve task, Security - Security approve Task and so on). And in situation with login in person's account mentioned above the Chaos is started in Intalio. Tasks are assigned like randomly.
For example:
Login as Security - Legal and Risk tasks, in others' accounts nothing

It is because I am assigned all roles to admin too. But each person (security, legal, risk) has their own role too. You forgot admin(just use it for BPMS-CONSOLE) and try to start project by employee account and then login with other 3 accounts(risk, security and legal) and see if they all have got their own task?

Of course I tried the way you described. But it looks like Intalio issue.

In most case, but not in all, I have database deadlock exception.
